At 12:32 p.m., police spotted Rubin Jackson roaming the halls of an apartment building at Avenue C and 32nd Street, officers said. Jackson could not explain why he was inside the building and officers believed he was under the influence of an intoxicant, police said.
A search of Jackson yielded cocaine, narcotics paraphernalia, and the blade, police said. Police said Jackson "could not provide an acceptable justification for possessing" the blade.
When he was brought back to headquarters for processing, police discovered Jackson was wanted on two outstanding warrants, police said. Jackson was charged with two weapons offenses and multiple drug offenses.
